VPU Context The World Bank's Ethics and Internal Justice Services Vice Presidency (EIJ VPU) brings together, under a single umbrella, the WBG's approach to values, ethics and the resolution of workplace conflict. The EIJ VPU's vision is to foster a values-based workplace culture and help staff uphold the WBG's ethical standards. EIJ provides an integrated, empathetic and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG's mission. Unit Context The EIJ VPU is seeking to recruit an ETC analyst to work on the INV intake team, and who will report to the Manager, INV. The incumbent will have overall responsibility for handling the initial assessment of allegations of misconduct, with the upmost quality, timeliness, and completeness and with the highest level of professionalism, diplomacy, and discretion. This role will be stationed at WBG Headquarters in Washington, D.C.

Duties and Accountabilities

Manage and respond to incoming allegations of misconduct.

  •  Ensure      timely acknowledgement and response to allegations.

  •  Maintain      and track all allegations and their assessment as well as inquiries and      responses in the case management system ensuring record keeping is timely      and properly maintained.

  •  Assess,      analyze and identify the issue of each allegation.

  •  Interview      the complainant and collect from the complainant and other sources      additional information required to make an assessment of the allegation.

  •  Make      recommendations to the INV Manager for appropriate disposition and      triaging of allegations (i.e. close at intake or open a preliminary      inquiry; refer to another EIJ Service).

  •  Maintain      good professional relationships with all clients (internal and external).

  •  Prepare      written summaries of intakes identifying the different categories of      issues, parties, and other relevant information.

  •  Conduct      data analysis and produce reports for statistical purposes.

  •  Maintain      optimal quality standards for the intake process ensuring compliance with      INV's KPIs and service delivery standards for review and processing of      allegations.

  •  

  •  Present      in team meetings the status of cases opened/closed opened and assigned for      preliminary inquiry.

  •  May      occasionally participate as a member of the investigation team, conducting      fact finding (interviewing witnesses and obtaining/reviewing documents);      drafting investigation reports or case closing memos.

  •  Participate      in the sharing of best practices, trends, knowledge and lessons learned      across units and with clients and partners, articulating ideas verbally      and in writing in a clear and compelling way across audiences of varied      levels.

  •  Contribute      to the continuous improvement of the WBG's intake and investigation      processes, procedures and protocols to ensure they remain up-to-date and      on par with best practices.

Selection Criteria

  •  Master's      degree or equivalent in law, criminology/criminal justice, or another      relevant field. Professional training / investigator certification is      highly desirable.

  •  A      minimum of three years of substantial professional experience in workplace      investigations, corporate compliance, law, or a related field, which      includes experience in addressing, investigating and/or resolving      allegations of misconduct in the workplace. Knowledge about investigatory      best practices in relevant international public organizations is      desirable.

  •  Comprehensive      knowledge, skills, and abilities regarding administrative investigation      strategies, methodologies, and techniques.

  •  Excellent      interpersonal skills, including the ability to work effectively in a team      and/or task force internally and collaboratively across departments.

  •  Excellent      communications and presentations skills both oral and written; proven      ability to clearly and concisely prepare, draft, present and discuss      findings and recommendations at senior levels and to produce complex and      compelling written reports.

  •  Excellent      interviewing skills, including the ability to use active listening skills,      focus interviews and to elicit critical information in a gentle and      respectful manner from individuals feeling distressed.

  •  Ability      to plan work and manage conflicting priorities within tight deadlines.

  •  Fluency      in oral and written English; proficiency in one of the following languages      is desirable: Arabic, French, Portuguese or Mandarin Chinese.
