PROCUREMENT OF WORKS

Mode of Financing: Instalment Sale

Contract Title: Procurement of Plant Design Supply and Installation for Substations

NCB Reference No. ISDB-001

1. The Republic of Suriname has received financing in the amount of USD 105,695,000.00 (One      Hundred Five Million and Six Hundred Ninety Five Thousand United States      Dollar) from the Islamic Development Bank (IsDB) Group and the      Saudi Fund for Development      (SFD) toward the cost of the Expansion of Transmission and Distribution Systems, and intends to apply part      of the proceeds toward payments under the contract for Procurement of      Plant Design Supply and Installation for Substations (lot 1).

2. The NV Energiebedrijven Suriname now invites sealed bids from eligible bidders for the following      Substations:

• Construction       of new 161 kV substation D2

• Construction       of new 110 kV substation A5

• Construction       of new 110 kV substation Henar, including UG cable connection between       substation GIS and dead end tower

• Construction       of new substation Europolder (SS EUR), with 110 kV and 33 kV GIS       including UG cable connection between substation GIS and dead end tower.

Detail information is provided in the bidding documents.

3. Bidding      will be conducted through the International Competitive Bidding      (ICB) procedures as specified in IsDB’s Guidelines: Procurement      of Goods, Works and      related services under Islamic Development Bank Project Financing April 2019 (revised February 2023) (“Procurement      Guidelines”), and is open to all eligible bidders as defined in the      Procurement Guidelines. In addition, please refer to paragraphs 1.9.1 to      1.9.5 setting forth IsDB’s policy on conflict of interest.

4. Interested eligible bidders may obtain further information at the address      given below.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders      upon the submission of a written application to the address below and upon      payment      of a nonrefundable fee of USD 500.00. The method of payment will be direct deposit to a specified account      number which will be shared after we have received the written      application. The documents will be distributed by email.

6. Bids      must be delivered to the address below Noorderkerkstraat 2-14 –      Head Office EBS before Monday 01st of December 2025 -      10.00am Local Time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated      representatives and anyone who choose to attend at the address below Noorderkerkstraat 2-14 – Head Office EBS on Monday 01st of December 2025 at 10.15am Local      Time.

7. All      bids must be accompanied by a Bid Security of USD      400,000.00 (Four Hundred Thousand United States Dollar).
