诺维萨德的区域供热系统目前完全依赖天然气作为主要能源。本项目旨在通过整合大型太阳能热技术实现该系统的脱碳。

项目内容包括建设和整合一座太阳能热电站,该电站包含两个总容积约为 870,000 立方米的季节性储热单元、一个面积约为 39,000 平方米(31 兆瓦)的太阳能集热场、总容量为 17 兆瓦的热泵以及两个总容量为 60 兆瓦的电锅炉。

 

季节性储热单元将储存夏季收集的热量或在电力市场供过于求、价格低迷时由电锅炉产生的热量。在供暖季,储存的能量将通过热泵利用。该系统结合了可再生太阳能(太阳能集热场)、多瑙河的环境热能(热泵)以及来自电网的剩余电力(电锅炉),为区域供热网络供热。

 

该项目还实现了电力系统(EPS、诺维萨德热电厂)与诺维萨德区域供热网络之间的部门耦合,通过电转热技术提供高达 60 兆瓦的平衡能力。

 

顾问将提供项目实施单位 (PIU) 支持、采购和合同管理、施工监督,并确保符合欧洲复兴开发银行 (EBRD) 和国家的技术、环境和社会要求。

Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). The district heating system of Novi Sad currently relies entirely on natural gas as the primary energy source. The Project aims to decarbonise the system through the integration of large-scale solar-thermal technologies. It includes the construction and integration of a solar-thermal plant comprising two seasonal heat storage units with a total volume of approximately 870,000 m³, a solar collector field of about 39,000 m² (31 MW), heat pumps with a total capacity of 17 MW, and two electric boilers with a combined capacity of 60 MW.


The seasonal heat storage will accumulate heat collected during summer or generated by electric boilers at times of electricity market surplus and low prices. During the heating season, the stored energy will be used through a heat pump. The system combines renewable solar energy (solar collector field), ambient heat from the Danube River (heat pump), and surplus electricity from the grid (electric boilers), supplying the district heating network.


The project also enables sector coupling between the power system (EPS, CHP “Novi Sad”) and the Novi Sad district heating network, providing balancing capacity of up to 60 MW through the Power-to-Heat technology.


The Consultant will provide PIU support, procurement and contract management, supervision of construction works, and ensure compliance with EBRD and national technical, environmental, and social requirements.
