承包商获得机场内指定土地的长期租赁权，用于建设能源项目。

3）签订长期购电协议（PPA）

机场从承包商建设的可再生能源系统购买电力。

4）业主职责

承包商需负责：

建造（Construct）
运营（Operate）
维护（Maintain）
在 15–25 年合同期内向机场稳定供电

项目本质：综合型 IPP 模式（投资 + EPC + 运维 + PPA）
