General Procurement Notice 1. Funding Details The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Additional financing information: EBRD Loan: EUR 14 mil, EU E5P Grant: EUR 2 mil, GFC Loan: EUR 1 mil and EBRD administrated grants EUR 0.93 mil 2. Information on the Project Project Description: The proceeds of the loans and investment grant will be used for: (i) Supply and Installation of Individual Heating Substations; (ii) Construction of Horizontal Networks in Buildings; (iii) Construction of a Thermal Energy Storage; (iv) Upgrading of the Water Treatment Facilities at the Central Production Plant; (v) Implementation of SCADA for Heat Distribution; (vi) Supply of a Thermo- Hydraulic Model; and (vii) Company's balance sheet restructuring . Estimated Total Project Value 18,000,000.00 Currency EUR Procurement Type Goods,Works,Consultancy Estimated Start Date of Procurement 16/12/2025. 3. Other Information Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). The PIU Support Consultant contract, as well as the contracts for the following Project components: (v) Implementation of SCADA for Heat Distribution and (vi) Supply of a Thermo-Hydraulic Model, have been awarded. In addition, the Company’s balance sheet restructuring has been completed. The following procurement processes are planned for 2026: - Supply and Installation of Individual Heating Substations and Construction of Horizontal Distribution Networks in Buildings (single procurement process); - Construction of a Thermal Energy Storage Facility and Upgrading of Water Treatment Facilities at the Central Production Plant (one procurement process, two lots). 4.
