The OJSC Pamir Energy Company has received financing from the World Bank toward the cost of the TREP and intends to apply part of the proceeds toward payments under the contract for Supply of Equipment and Materials, and Supervision of Installation and Commissioning for the 110/35/10 kV Sharifobod Substation in Khorog, Tajikistan.

The OJSC Pamir Energy Company now invites sealed Bids from eligible Bidders for Supply of Equipment and Materials, and Supervision of Installation and Commissioning for the110/35/10 kV Sharifobod Substation in Khorog, Tajikistan to be delivered within 120 days.

Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised on September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): Technical score 60% and for Bid cost: 40%.

Interested eligible Bidders may obtain further information from OJSC Pamir Energy Company, Ubaid Khujanazarov ubaid.khujanazarov@pamirenergy.com and inspect the bidding document during office hours 09-00 to 17-00 hours at the address given below Section 10 (i).

The bidding document in English language in PDF format may be obtained by interested eligible Bidders upon the submission of a written application to the address below in Section 10 (i).

Bids must be delivered to the address below Section 10 (ii) on or before 14:00 Dushanbe time on March 31, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below Section 10 (ii) at 14:00 Dushanbe time on March 31, 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

All Bids must be accompanied by a Bid Security of USD 80,000.00 (Eighty thousand USD only) or equivalent in any convertible currency.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
