一、项目背景
增强社区韧性项目(Enhancing Community Resilience Project – THABAT AF1)由世界银行通过信托基金 TF-C7102 提供融资。
实施单位为 Mercy Corps。
本次招标为水处理厂(WTP)改造与升级工程。
二、工程内容
工程内容为在苏丹 Gedaref 州多个村庄实施水处理厂的改造与升级,以提升安全饮水供应能力。
项目共划分为5个独立标段:
标段1:Village 18,Alfao
标段2:Village 13,Alfao
标段3:Village 11,Alfao
标段4:Village 4,Alfao
标段5:Village 7,Alfao
主要工程范围包括:
清理运河与蓄水池
供水泵系统及输水管线安装
流量调节设施安装
慢砂滤池修复
结构工程
高架钢制水箱安装
管道与控制系统工程
围栏与大门安装
施工工期为4个月(不含缺陷责任期)。
三、投标资格要求(单个标段最低要求)
平均年营业额:不少于 300,000 美元
流动资产或现金流要求:不少于 30,000 美元
一般经验:
自2023年1月1日起,至少3年建设合同经验(作为总承包商、联合体成员、分包商或管理承包商)。
类似项目经验:
满足以下条件之一:
至少2个类似合同,每个金额不少于 35,000 美元
或
1个类似合同,金额不少于 70,000 美元
上述合同须在2019年1月1日至投标截止日期间已基本完成并经验收。
投标人还需具备关键施工活动经验,以及环境与社会管理经验。
若参与多个标段,需满足相应的多标段资格叠加要求。

本次采购采用国家竞争性招标(RFB)。
单信封评标程序。
所有投标文件须密封递交,不允许电子投标。
投标保证形式为投标保证声明(Bid-Securing Declaration)。

The Mercy Corps has received financing from the World Bank toward the cost of the Enhancing Community Resilience Project (THABAT) – AF1 (TF-C7102) and intends to apply part of the proceeds toward payments under the contracts for Rehabilitation and Upgrading of Water Treatment Plants (WTP).
1. The Mercy Corps now invites sealed Bids from eligible Bidders for the rehabilitation and upgrading of Water Treatment Plants. The works entails rehabilitating and upgrading the WTPs in different villages of Gedaref state to ensure access to safe water through improved raw water intake, treatment, storage, and distribution infrastructure. The overall program is divided into five separate contracts or lots shown hereunder:

The scope includes activities of canal and pond clearing, supply and installation of pumping system and conveyance pipeline, installing flow regulation, rehabilitating slow sand filtration basins, structural works, installation of elevated steel tanks, pipeline & control works, perimeter fencing and installing access gate. The entire works shall be completed within four months period excluding defects notification period.

General Experience
Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last three years, starting 1st January 2023.

Specific Experience
A minimum of two (2) similar contracts each with a minimum value of USD 35,000
OR
one (1) similar contract with a minimum value of USD 70,000;
in both cases, the contract(s) should have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2019 and Application submission deadline:
Furthermore, bidders shall also demonstrate specific experiences in key activities, and managing environmental and social aspects. Bidders who wish to participate on multiple lots/contracts, must meet the multiple qualification requirements detailed in the bidding document.
2. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), and is open to all eligible Bidders.
3. Interested eligible Bidders may obtain further information from Mercy Corps Sudan office, James Wandera, jwandera@mercycorps.org inspect the bidding document during office hours 0900 to 1500 hours at the address given below.
4. The bidding document in ENGLISH may be purchased by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent through the following email address: sd-tenders@mercycorps.org
5. Bids must be delivered to the address below on or before 12 PM Sudan Time on March 10th, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below: House No. 88, Aljubarab East District- Gedaref at 12 PM Sudan Time.
6. All Bids must be accompanied by a Bid-Securing Declaration.
