1. The Government of Pakistan has received a credit from the International Development Association (IDA) towards the cost of KP Citizen Centered Service Delivery Project and intends to apply part of the proceeds toward payment under the contract for Procurement of Electric Items for field offices of this project, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. National Database & Registration Authority (NADRA) now invites sealed bids from eligible bidders for the Procurement of Electric Items as follows: -

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016, Revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from National Database & Registration Authority (NADRA), Procurement Specialist tdp@nadra.gov.pk and inspect the bidding document during office hours i.e. 0830 to 1630 hours at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 2,000/-. The method of payment will be a Bank Deposit in favor of NADRA Headquarters, Account No. 0004600051009601. The document could be seen at https://fatatdp.nadra.gov.pk/downloads/.

6. Bids must be delivered to the address below on or before 24th February, 2026 till 1100 hours. Electronic Bidding will will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in Project Office, NADRA at 1130 hours on 24th February, 2026. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

7. A Pre-Bid Meeting to explain the bid submission with the Bidders who purchased or downloaded the BDs shall be held on 13th Feb, 2026 at 1000 Hours.

7. All Bids must be accompanied by a 2% in form of Deposit at Call or Cashier Certified Check or Bank Guarantee (in form provided in BDs) issued by any scheduled Bank of Pakistan. Bids without required original bid security at the time of bid opening will be treated as non-responsive. Bids must be valid for 120 days.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
